The National Association ofDevelopment Organizations (NADO) Research Foundation is seeking a graduate student to conduct research related to various aspects of rural and small metropolitan economic development in the United States. The fellow will work closely with NADO’s staff on various projects related to planning and development issues in the U.S., which may include regional transportation, post-disaster economic recovery, regional planning and comprehensive economic development strategies, small business finance, and sustainable development. While we are seeking graduate students to fill this position, we will consider recent graduates who can commit to working with us through December 2015.
This position is open to applicants with a background in the social sciences, communications, planning, government, public policy, public administration, or related fields. A bachelor’s degree and 1-2 years work experience is required. Candidates must be skilled at conducting interviews (phone or in-person), gathering and analyzing qualitative information, and synthesizing findings into written reports. Strong organizational skills and attention to detail is a must. Candidates should be comfortable with updating social media and website content and maintaining databases. Applicants should be proficient in MS Office applications such as Word, Excel, PowerPoint, and Outlook; knowledge of Adobe Creative Suite is a plus. Other duties will include supporting (or assisting with) the development of workshops related to rural and small metro regional planning and economic development, database and website maintenance, and other projects as they arise.

The Public Service Fellows Program at the Partnership for Public Service is an opportunity for undergraduate students, graduate students and recent graduates to participate directly in transforming the way government works while developing valuable professional skills.

We are seeking to fill two Budget and Management Analyst positions in our Office of Management and Budget (OMB). We have the flexibility to hire at the Budget Management Analyst I or II level. The experience and education of our candidate pool will determine how we will fill the positions.
An Overview
The Budget and Management Analyst performs a wide variety of budget and management analysis work for their portfolio of departments and agencies. The work performed is fast-paced and often time-sensitive. A significant aspect of the work involves producing annual operating and capital budget documents.
What You Should Bring
The ideal candidate will have strong analytical skills, possess outstanding multi-tasking abilities and bring a variety of computer related talents. Some previous work with budgeting and analysis would be great. One must also possess a sense of urgency with meeting critical deadlines.
The Opportunity
The Budget and Management Analyst performs a diverse set of tasks to assist in the production of annual operating and capital budget documents and to monitor and assist departments in their portfolio. These tasks may include:
Assists departments in developing budgets, and reviews departmental budget submissions;
Monitors departmental operating budget expenditures to include expenditure and revenue projections;
Writes, develops, recommends and interprets financial policies;
Prepares summaries, analyses and recommendations on budgetary requests and programs;
Analyzes and recommends reductions, increases and alternative methods for meeting departmental and budget goals;
Researches and writes memoranda and management analyses regarding policies, procedures, budget items and capital improvement projects as directed, and prepares charts, graphs and statistical tables to aid in the presentation and consideration of the budget and programs;
Makes detailed projections and analyses of City revenues/expenditures and monitors revenue and expenditure trends for budget and cash flow impact;
Attends City Council work sessions and public meetings, as needed, to answer questions and justify recommendations;
Performs special projects as assigned;
Answers procedure and policy questions from departments;
Uses intermediate and/or advanced features of Microsoft products, such as Word, PowerPoint, Excel and SharePoint;
Participates and assists in the design, implementation, and installation of new and revised programs, systems, procedures, methods of operation, and forms;

· Legislative Director: The Legislative Director will contribute to the organization’s ongoing legislative efforts in the areas of federal tax, health, disability, budget, and economic policy. · Policy Analyst: The Policy Analyst will contribute to the organization’s analysis of federal tax, health, disability, budget, and economic policy issues. CONTEXT OF POSITION:
Community Legal Aid Society, Inc. (CLASI) is a private, non-profit law firm dedicated to equal justice for all. The Real Estate Owned (REO) Properties Project is a research project that seeks to determine if bank foreclosed and owned residential properties located in minority neighborhoods are being maintained at the same level as such properties located in non-minority neighborhoods. Interns for this project will work closely with the project’s graduate research assistant (GRA) under the general direction of the CLASI Director of Development. After receiving appropriate training, interns will accompany the GRA to a variety of residential properties in Wilmington and surrounding New Castle County to conduct on-site external evaluations of the level of property maintenance and repair.
RESPONSIBILITIES:
1. Establish a weekly work schedule that meets the needs of the research project and staff, which conforms to the intern’s academic schedule.
2. Complete required training for evaluating REO properties.
3. Accompany the GRA to conduct on-site evaluations of REO properties throughout New Castle County, Delaware.
4. Assist with data collection.
5. Assist with the recording of data.
6. Assist with taking photographs of REO properties.
7. Provide own transportation to and from CLASI office in downtown Wilmington, Delaware.
QUALIFICATIONS:
1. Must be a matriculating undergraduate or graduate student at the University of Delaware, with a minimum 3.0 grade point average (GPA).
2. Undergraduate and graduate students majoring or minoring in Public Policy, Geography, Organizational and Community Leadership, Sociology, Economics, Political Science, Human Services, or Human Development and Family Studies preferred.
3. Strong organizational skills and initiative required.
4. Interest in housing policy preferred.
5. Willingness to accompany the GRA to a variety of different residential neighborhoods within New Castle County, Delaware during daylight hours.
6. Must be tactful and polite in dealing with members of the public.
7. Willing to make a minimum commitment of 10 weeks to the project.
