IPL-IADB Climate Governance Analysis

Overview

The Island Policy Lab in a joint effort with the Inter-American Development Bank, surveyed the Nationally Determined Contributions (NDCs), National Development Strategies and National Climate Adaptation Plans across thirteen Caribbean Nations to identify the indicative technical assistance needs and pipeline projects. Each document detailed the homegrown solutions that originated from each Caribbean Nation, highlighting technical, infrastructural and institution gaps to be addressed by the nations. The projects identified were limited to those relating to Climate Mitigation, Adaptation and Resilience.

The results highlight the distributions of projects across the Blue/Green Economy, Economic Sectors and Public/Private Sectors. Project details were also classified according to the type of initiatives and policy tools used, as well as the type of support needed by the Private and Public Sectors.

Key Takeaways

  • The majority of technical assessments and pipeline projects relating to climate action are related to the Green Economy.
  • Mitigation projects account for more than a third of the projects, followed by Adaptation projects.
  • Most projects relate to building Public Sector capacities and developing the Energy Sector.
  • The region requires support to develop environmental and sustainable practices, enhancing legal and regulatory systems, and developing financial instruments and incentives.
  • Support to the Public Sector should be prioritized towards infrastructure development, delivering best practices and conducting policy analysis.
  • Support to the Private Sector should be prioritized towards business development, financial development and delivering best practices or innovative ideas.
