On the Creation of Executive Procedures

WHEREAS: The Constitution and Bylaws define the executive branch of the Graduate Student Government; and
WHEREAS: They dictate the responsibilities and duties of the officers of the executive branch; and
WHEREAS: It is necessary for there to be a procedure to determine how officers execute their responsibilities and duties; therefore
BE IT RESOLVED: The Bylaws shall be amended to insert the following sections into Article III:
Section 13 Executive Procedures
- 1. There shall be Executive Procedures that regulate the activities of the executive council officers. These procedures may not regulate the actions or procedures of the Senate.
- 2. Executive Procedures shall dictate how the responsibilities and duties of the GSG Officers and Executive Council, laid out in the Constitution and these Bylaws, are executed.
- 3. Executive Procedures may be drafted by an Officer or Senator.
- 4. Executive Procedures must be approved by both the Executive Council and the Senate, each requiring a simple majority.
- 5. The Rules and Governance Committee shall vet Executive Procedures to make sure they comply with the Constitution and Bylaws and determine if they override or amend other Executive Procedures.
- 6. The Rules and Governance Committee may strike provisions of an Executive Procedure if they do not comply. These rulings may be overridden by a majority vote of the Senate and Executive Council.
- 7. Once approved by either the Executive Council or Senate, it must be taken up by the other body at their next regular meeting.
- 8. If both the Executive Council and Senate approve competing versions of the Executive Procedure, the Rules and Governance Committee and Executive Council will conference to work out the differences, before bringing it back to both bodies.
- 9. The Rules and Governance Committee shall compile Executive Procedures and maintain familiarity with all active Executive Procedures.
- 10. Violation of an Executive Procedure may be used as justification for Officer Removal by the Senate.
