Drivers Responsibilities
Registration
Faculty, staff, students, and visitors must register with Parking Services to park on University property, excluding hourly parking. A maximum of five (5) vehicles may be registered to a single permit; however, only one vehicle may use the permit on campus at a time.
Vehicles listed on a permit must be under the same name or address. Individuals who need to bring rented, loaner, or dealership vehicles on campus for any length of time are required to add the vehicle to their parking permit before parking on campus.
Unreported vehicles are subject to citation and/or immobilization. If you have a current parking permit, you can add your temporary rental vehicle to your account online; when you are done with that vehicle, you can delete the plate from your permit.
It is the responsibility of the permit holder and vehicle owner to keep license plate information up to date. As a courtesy, Parking Services may assist in updating license plate information on behalf of the permit holder/vehicle owner. However, it remains the sole responsibility of the permit holder to ensure that all license plate information associated with their permit account is accurate and current.
Parking Services assumes no liability for any citations or violations incurred as a result of incorrect, outdated, or incomplete vehicle information, including but not limited to license plate numbers, issuing states, or vehicle ownership details. Permit account holders and vehicle owners are advised to review their accounts regularly and verify that all vehicle information is correct.
Permit Ownership and Responsibility
A parking permit grants the privilege to park on University property; it does not imply ownership. All permits remain the property of the University of Delaware and are non-transferable. Each user may hold only one active vehicle permit at a time, unless otherwise authorized by Parking Services.
Permit holders must notify Parking Services within five business days of any change in status that may affect permit eligibility (for example, a commuter student moving on campus, or a staff member becoming a student). Parking Services will determine any necessary changes to the permit and associated fees, if applicable.
Fraudulent Registration
Any person who purchases, uses, or displays a University parking permit in violation of these regulations will be fined for fraudulent registration. Permits voided for fraudulent registration are non-refundable.
Fraudulent registration includes, but is not limited to:
– Registering a permit under another person’s name
– Registering multiple vehicles for the same period, except as permitted by University regulations
– Obtaining or using a permit on behalf of a person not authorized for University parking
– Displaying or using a University permit by an unauthorized person
– Faculty, staff, or students using a “Visitor Permit” without authorization from Parking Services
– Altering, copying, or creating a permit
– Misrepresenting eligibility to obtain a University parking permit
Passport Space Parking
All vehicles parked in spaces designated with a Passport sign are required to submit payment through the Passport payment system at all times. Possession of a University of Delaware parking permit does not exempt a vehicle from this requirement. Parking permits shall not be accepted as a substitute for Passport payment in these spaces.

Passport Mobile Pay Policy
All vehicles parked in areas designated for Passport payment are required to have an active and valid Passport transaction at the time of parking. Payment must be initiated immediately upon arrival and before leaving the vehicle unattended. Payments made after a citation is issued or only upon exiting are not valid and cannot be applied to any citation fine or future Passport payment.
It is the customer’s responsibility to confirm that payment has been successfully completed in the Passport Mobile Pay app or web portal (e.g., confirmation screen or receipt). Technical issues—including, but not limited to, failed transactions, loss of connectivity, user error, or system delays—do not exempt the customer from this requirement. Vehicles without a valid and active Passport session at the time of parking are subject to citation.
When using Passport Mobile Pay, payment is valid only in the specific zone selected at the time of purchase. Each parking area is assigned a unique zone number that must be entered correctly. Parking in a different zone than the one paid for is a violation and may result in a citation. The driver is responsible for ensuring the correct license plate and zone are entered before completing payment.
Permit Display
Most permits are virtual, with the license plate serving as the parking credential. In special cases, physical parking passes may be issued. These passes must be properly displayed in accordance with Parking Services instructions. A pass is not valid unless it is correctly displayed.
Notes of explanation left on vehicles to excuse illegal parking are not honored.
Lost or Stolen Permits
If there is an issue with your permit, report it to Parking Services in writing via email at parking@udel.edu. A replacement may be issued upon completion of a report.
Permit Returns and Reimbursements
Faculty and staff who leave the University must cancel or return their permits through their account on the Parking portal. Students may only return permits for reimbursement up to the Spring Semester Drop/Add period. Permits are not eligible for reimbursement after the Spring Semester Drop/Add.
Refunds are prorated based on the date Parking Services receives your cancellation notice.
Non-Refundable Daily Parking
All daily parking permits, including Visitor permits, as well as payments made through campus parking kiosks or the Passport Mobile Pay application, are non-refundable. No reimbursements or credits will be issued once payment has been completed.
