Parking Appeals

If you wish to appeal a parking citation, please review the information below before submitting your appeal. Appeals must be filed electronically and within the required timeframe. By paying or appealing a citation, you acknowledge responsibility for that citation.

Accessing Your Account

Students / Employees (UDelNetID holders)
Affiliates can view current parking citations and account details by selecting Affiliated Login on MY PARKING ACCOUNT.

Visitors
Frequent visitors may create and access a parking account by selecting Guest Login on MY PARKING ACCOUNT.


Parking Violations & Penalties

First-Time “No Valid Permit” Citations
Drivers who receive a first-time “lacks valid permit” citation may, on the same day or the next business day, request a waiver or reduction by:
– Purchasing a permit for the same day and lot, or
– Requesting a one-time reduction to the daily rate for that lot.

To request this adjustment, contact Parking Services via email or Zoom and include your citation number.

Fine Payments
All fines must be paid within 15 calendar days of the date of violation. Payments may be made:
– Online via the Parking Services portal
– By scanning the QR code on the citation (additional fees apply)
– By mailing a check payable to the University of Delaware – Parking Service 222 S. Chapel Street Newark DE 19711

A $22 late fee is added to citations not paid or appealed within 15 days. Unpaid fines after the late fee becomes due will be processed as formal accounts receivable.
Fines transferred to Account Services, Payroll, or an outside collection agency incur an additional $10 administrative fee.
The University does not provide financial assistance for citation fine payments.
A $25 returned-check fee applies to each returned payment.

Parking Services reserves the right to correct or reclassify the violation cited on a Notice of Violation if another offense is applicable.


Appeal Process

All appeals must be submitted electronically through the Parking Services portal within 15 calendar days of the citation date.
Appeals will not be accepted by email, phone, voice mail, or over Zoom and must include the citation or item number.

Appeals are reviewed according to the University Parking Appeals Board procedures in effect at the time of submission.
The decision of the Appeals Board is final, and there is no further appeal.
Please allow 3–5 weeks for a decision from the Appeals Board.

Fees Related to Appeals
– A $15 surcharge is added to any appeal that is denied.
– A $22 late fee is added to fines resulting from a denied appeal not paid within 15 days of the decision notice.
– The Board may deny an appeal and assign a lesser violation if appropriate.


Appeal Review Steps

1 – The citation is placed under appeal. No fees or penalties accrue while under review.

2 – Parking staff review the citation and appeal for potential administrative resolution (e.g., reduction, waiver, or ownership transfer).

3 – A Parking Administrator may grant an appeal prior to a formal Board hearing if warranted.

4 – The Appeals Board reviews the case, including the written statement and, if applicable, hears from the appellant.

5 – The Board’s decision is sent in writing via email, campus mail, or U.S. mail. Once adjudicated, applicable fees or late charges resume based on the decision date.


Explanation of Appeal Results

Granted – Administratively
Approved during administrative review before the Board meets. The violation is voided as a warning; no payment is due.

Granted – By Board
The Appeals Board granted the appeal. The citation is voided as a warning; no payment is due.

Denied – Violation Reduced
The Board reduced the violation and waived the appeal fee. The adjusted amount is due within 15 days of the decision notice.

Denied – By Board
The appeal was denied. The original fine plus the $15 appeal surcharge must be paid within 15 days of the date of the decision letter.
