The SIAM student chapter puts out a guide to Newark every year with up-to-date information on housing, grocery stores, and entertainment.
The dean of students at UD has also put together a guide for living off campus. It is aimed more at incoming undergraduates, but it does contain some valuable information.
For international students, the Office of International Student Services is very helpful and can likely answer most of your questions.
