Parking Services General Regulations
The regulations and information on this website apply to all University properties, parking lots, parking decks, and roadways. The City of Newark streets, parking lots, and city meters are not the University of Delaware’s property. City restrictions
and regulations apply in these locations.
Parking Regulations and Enforcement
Parking regulations are established to maintain order and ensure access for all campus users, including emergency vehicles and equipment. While voluntary compliance is encouraged, individuals who fail to follow these regulations may be subject to appropriate sanctions.
University parking regulations apply to both the person who registers a permit and any operator of a vehicle on campus. The registered owner of a permit or vehicle is responsible for any parking violations, regardless of who is operating the vehicle at the time.
Parking Definition and Enforcement Hours
For the purposes of these regulations, parking is defined as leaving a vehicle unattended, regardless of duration.
All vehicle and parking regulations are enforced 24 hours a day, 7 days a week. The University reserves the right to amend parking and vehicle regulations as necessary.
Parking Space Availability
Possession of a valid University of Delaware parking permit or payment of a pay-to-park fee authorizes the holder to park on campus in designated areas; however, it does not guarantee the availability of a parking space. All parking is on a first-come, first-served basis, and the University makes no guarantee that a space will be available in any lot or area at any given time.
Right to Limit Parking
The University reserves the right to limit access to campus parking lots as needed. When changes are non-emergency in nature, affected permit holders will be notified via electronic communication and redirected to alternative parking areas.
Snow Removal Operations
During inclement weather conditions, snow removal operations are coordinated and scheduled with the University Facilities department. Instructions regarding time and alternate locations to which vehicles are to be moved should be followed. Vehicle operators refusing to move their vehicles may be ticketed and towed at the owner’s expense. Digging out vehicles is the responsibility of the vehicle’s owner. Top floors of the parking garages will be closed during inclement weather for safety reasons. All signage must be adhered to, failure to adhere to signage during inclement weather will result in citation, tow and possible loss of parking privileges.
Third Party Information
The University of Delaware Parking Services website is the only official and authoritative source for current parking regulations, zone designations, permit rules, and campus parking maps. Any information obtained from other sources—including internet searches, third-party websites or apps, printed materials, campus forums, social media, or outdated documents—may be inaccurate, incomplete, or obsolete.
For example, only the parking map published on the official Parking Services website reflects the current and valid configuration of campus parking areas. Older versions or alternative maps found elsewhere may not reflect real-time changes or enforcement boundaries.
Citations issued for parking violations will not be waived based on information obtained from any unofficial or non-UD source. It is the responsibility of all individuals parking on campus to review and follow the official information provided directly by Parking Services.
Parking Authorization
The University of Delaware Parking Services is the only department authorized to issue, interpret, or approve parking permissions, exemptions, or citation adjustments on University property.
Verbal assurances or informal statements made by any individual—including University employees, contractors, maintenance staff, enforcement officers, or other campus personnel—do not constitute valid authorization to park in any space or area, nor do they exempt a vehicle from enforcement actions.
Vehicle owners are responsible for ensuring compliance with all University parking regulations at all times. Citations will not be waived or invalidated based on information, permission, or instruction obtained from any person or department other than Parking Services.
Assumption of Risk and Release of Liability
By parking a vehicle in any University of Delaware parking lot, the owner and/or driver agrees to release and hold harmless the University of Delaware, its officers, employees, and agents, from any and all claims, liabilities, damages, losses, or expenses arising from or related to any loss or damage to the vehicle, whether caused by theft, vandalism, natural events, or any other cause, while the vehicle is parked on University property.
The owner and/or driver assumes all risks associated with parking the vehicle on University property.
Citation Issuance
Parking citations issued by the University of Delaware are valid even if a physical paper copy is not placed on the vehicle. All citations are recorded electronically in the University’s parking system at the time of issuance, and responsibility remains with the registered vehicle owner or operator.
In accordance with Delaware DMV regulations, authorized enforcement officers may issue citations based on observed violations. A physical notice on the vehicle is not necessary to establish liability.
Financial Support and Payment Plans
The University of Delaware does not provide financial assistance, subsidies, or payment plans for parking citations or permit purchases. All associated fees must be paid in full by the individual to whom the citation or permit is issued.
Parking citation and permit fees are not negotiable. Failure to pay citations or permit fees by the stated due date may result in additional penalties, late fees, vehicle immobilization, towing, or loss of parking privileges.
It is the responsibility of all students, faculty, staff, and visitors to plan accordingly and ensure timely payment of all parking-related charges.
Parking Regulation Changes and Updates
Parking regulations are subject to change at any time. Updates may be made to reflect University policy, safety considerations, or operational needs.
It is the responsibility of all permit holders and campus visitors to stay informed of current parking regulations by reviewing information provided by Parking Services.
Notices and Electronic Communications
Parking Services may provide notices, updates, or other important information via electronic means, including email, the University website, or the Parking Services portal. It is the responsibility of permit holders and campus visitors to monitor these communications regularly.
Errors and Omissions
Parking Services is not responsible for any errors, omissions, or technical malfunctions that may occur in connection with this website, applications, or notifications sent to customers.
All parking information, including but not limited to letters, emails, citations, permits, and payments, is subject to change without notice. Parking Services makes no guarantees regarding the accuracy, completeness, or availability of services and shall not be held liable for any losses, damages, penalties, or missed communications resulting from system errors, notification failures, service interruptions, or reliance upon information obtained through this site.
