Registration

All faculty, staff, students, and visitors must register with Parking Services to park on University property, except in hourly pay-to-park areas. Up to five (5) vehicles may be registered under one permit; however, only one vehicle may be parked on campus at a time using that permit.

Each vehicle registered to an account or permit must belong to the same person or household as the permit holder. Registering vehicles owned by friends, coworkers, students, or individuals residing at a different address is not allowed.

Drivers using a rental, loaner, dealership vehicle, or using a temporary license plate (tag) must add that vehicle to their parking account/permit before parking on campus. Any unregistered vehicle parked on University property is subject to citation or immobilization.

Account/Permit holders can add or remove temporary vehicles through their online parking account. When a temporary vehicle is no longer in use, its license plate must be removed from the account.

Account/Permit holders and vehicle owners are responsible for keeping all license plate and vehicle information current. Parking Services may assist with updates as a courtesy, but the account/permit holder remains solely responsible for the accuracy and making adjustments to their account information.

Parking Services is not liable for citations or violations that result from incorrect, outdated, or incomplete vehicle information, including license plate numbers, issuing states, ownership details or failing to remove vehicles no longer in service or vehicles used on a temporary basis. Account/permit holders should review their information regularly to confirm accuracy.

Permit Ownership and Responsibility

A parking permit grants the privilege to park on University property; it does not represent ownership. All permits remain the property of the University of Delaware and are non-transferable.

Each individual may hold only one active vehicle permit unless specifically authorized by Parking Services. Sharing or transferring permits between students, employees, or visitors is prohibited. Students may not be added to another person’s permit under any circumstances.

Permit holders must notify Parking Services within five (5) business days of any change that affects eligibility, such as a commuter student moving on campus or an employee changing status. Parking Services will determine any required adjustments and applicable fees.

Improper use or sharing of a permit, including allowing others to park under your permit or registering ineligible vehicles, may result in citations, fines, revocation of privileges, and/or disciplinary action.

Fraudulent Registration

Using or displaying a University parking permit obtained through false or misleading information constitutes fraudulent registration. Permits revoked for fraud are non-refundable, and associated fines may apply.

Examples of fraudulent registration include:

  • Registering a permit under another person’s name.

  • Registering multiple vehicles for simultaneous campus use without authorization.

  • Obtaining or using a permit for an unauthorized person.

  • Displaying or using a University permit issued to another person.

  • Using a “Visitor Permit” without prior authorization when affiliated with the University.

  • Altering, copying, or creating a permit.

  • Providing false or misleading information to obtain a parking permit.

  • Adding vehicles owned by friends, unrelated individuals, students, or persons living at a different address.

Passport Space Parking

All vehicles parked in spaces designated with a Passport sign are required to submit payment through the Passport payment system at all times. Possession of a University of Delaware parking permit does not exempt a vehicle from this requirement. Parking permits shall not be accepted as a substitute for Passport payment in these spaces.

Passport Mobile Pay Policy

All vehicles parked in areas designated for Passport payment are required to have an active and valid Passport transaction at the time of parking. Payment must be initiated immediately upon arrival and before leaving the vehicle unattended. Payments made after a citation is issued or only upon exiting are not valid and cannot be applied to any citation fine or future Passport payment.

It is the customer’s responsibility to confirm that payment has been completed in the Passport Mobile Pay app or web portal (e.g., confirmation screen or receipt). Technical issues, including but not limited to failed transactions, loss of connectivity, user error, or system delays, do not exempt the customer from this requirement. Vehicles without a valid and active Passport session at the time of parking are subject to citation.

When using Passport Mobile Pay, payment is valid only in the specific zone selected at the time of purchase. Each parking area is assigned a unique zone number that must be entered correctly. Parking in a different zone than the one paid for is a violation and may result in a citation. The driver is responsible for ensuring the correct license plate and zone are entered before completing payment.

Kiosk Payment Policy

All vehicles parked in areas designated for pay-to-park kiosks are required to have an active and valid kiosk payment at the time of parking. Payment must be made upon arrival. Payments made after a citation is issued or upon exiting the parking area are not valid and cannot be applied to any citation fine or a credit toward future kiosk payment.

It is the customer’s responsibility to confirm that the payment has been successfully processed and that a valid receipt is issued for the correct vehicle and location. Technical issues, but not limited to, failed card transactions, machine errors, or user mistakes, do not exempt the customer from this requirement. Vehicles without a valid and active kiosk payment at the time of parking are subject to citation.

When paying at a kiosk, payment is valid only for the specific lot or zone where the transaction was made. A kiosk receipt does not authorize parking in a different area or zone. The driver is responsible for ensuring that the correct license plate information and location are entered before completing payment.

Shared Permit Violation

A parking permit authorizes the use of one (1) vehicle on campus at a time, regardless of the number of license plates registered to the permit. While a maximum of five (5) license plates may be associated with a single permit, simultaneous use (i.e., parked on campus) of more than one vehicle under the same permit is strictly prohibited.

The presence of multiple vehicles linked to a single permit and parked on campus concurrently shall constitute a Shared Permit Violation. Each vehicle involved in such a violation shall be subject to enforcement action, including the issuance of a citation, in accordance with University Parking Guidelines.

The University reserves the right to take additional administrative or disciplinary action in response to repeated or egregious violations of this policy.

Permit Display

Most permits are virtual, with the license plate serving as the parking credential. In special cases, physical parking passes may be issued. These passes must be properly displayed in accordance with Parking Services instructions. A pass is not valid unless it is correctly displayed.

Notes of explanation left on vehicles to excuse illegal parking are not honored.

Lost or Stolen Permits

If there is an issue with your permit, report it to Parking Services in writing via email at parking@udel.edu. A replacement may be issued upon completion of a report.

Permit Waitlisting

Faculty, staff, and students may request to be placed on a waitlist for a sold-out parking lot. Waitlists are managed on a first-come, first-served basis.

When a waitlisted space becomes available, Parking Services will send an email award notice to the individual. This notice confirms that a parking space is being held in the specified lot.

If the recipient currently holds an active permit and wishes to transfer to the awarded lot, they must follow the instructions outlined in the award notice before the stated expiration date. This may include returning their existing permit through My Parking Account at udel.edu/permits before purchasing the new permit. Refunds for cancelled permits must be verified and are not immediately available.

If the individual does not currently have a permit, they must log in to My Parking Account to purchase the new permit for the lot listed in the award notice.

Failure to act by the deadline stated in the award notice will result in forfeiture of the right to purchase the permit, and the space will be assigned to the next person on the waitlist. Individuals who forfeit their opportunity must re-add themselves to the waitlist to be considered again.

Permit Returns and Reimbursements

Faculty and staff who leave the University must cancel or return their permits through their account on the Parking portal. Students may only return permits for reimbursement up to the Spring Semester Drop/Add period. Permits are not eligible for reimbursement after the Spring Semester Drop/Add.

Refunds are prorated based on the date Parking Services receives your cancellation notice.

Non-Refundable Daily Parking

All daily parking permits, including Visitor permits, as well as payments made through campus parking kiosks or the Passport Mobile Pay application, are non-refundable. No reimbursements or credits will be issued once payment has been completed.
