DNREC-SIRS Job Opening with Kent County Conservation District

DNREC-SIRS is seeking candidates for a Management Analyst I position to assist with the EQuIS database.

SALARY:                   This is a non-merit Kent County Conservation District position. Salary is $31,440. Benefits include medical, dental, disability, and life insurance.

Duties and Responsibilities:

The Delaware Department of Natural Resources and Environmental Control – Site Investigation and Restoration Section (DNREC-SIRS) is seeking qualified candidates for the position of Management Analyst I.  The position’s primary function will be to help manage an environmental database, known as EQuIS, for DNREC-SIRS.  The incumbent will input and output data from the database to support project officers in analysis/decision-making during the investigation and cleanup of contaminated sites at DNREC-SIRS. The Management Analyst I will be responsible for performing the following duties and responsibilities:

  • Participates in the development and maintenance of a system for storing environmental data (i.e. chemistry, geology data) called the EQuIS database.
  • Uploads electronic data deliverables (EDDs) submitted to DNREC from data providers into the EQuIS database.
  • Gathers data for DNREC facilities from project officers and from investigation reports as needed to assist in loading the data into the EQuIS database.
  • Retrieves data via reports from the EQuIS database as needed for project officers.
  • Performs statistical analysis and interpretation of collected environmental data as needed by project officers.
  • Analyzes data gathered and develops solutions or alternative methods of proceeding.
  • Analyzes and evaluates the effectiveness of operations in meeting established goals and objectives.
  • Studies pertinent background material such as agency standard operating procedures and database related training manuals.
  • Makes recommendations for and assists in the implementation of new techniques or procedures to improve methods of operations, strengthen controls, and effectively utilize resources related to the EQuIS database.
  • Other job duties as assigned.

Position Requirements:

  • Possession of a Bachelors or Associates degree, preferably in a computer or science related field.
  • Must be proficient in Microsoft Excel.
  • Must possess good organization skills and be very detail-oriented.
  • Valid U.S. driver’s license.

 Preferred Qualifications:

  • Experience using EarthSoft’s EQuIS Professional software.
  • Knowledge of general chemistry.
  • Experience using ESRI’s ArcMap software.
