Commuting Student

Commuting students who wish to park on campus in other than pay-to-park facilities are required to have a valid parking permit for their vehicle.

All Commuting Students may register for a Carpool, Center for the Arts Garage, Red, or a Night/Weekend permit. Monthly permits for a specific lot are also available. Red permits are valid in non-restricted lots after 5 p.m. on weekdays, all day on weekends, and university holidays. Night/Weekend permits are valid in non-restricted lots after 5 PM, all day on weekends, and university holidays. It has no parking privileges on campus during restricted hours.

- - Commuting students may register for an overnight parking permit at the Center for the Arts garage, Lot 52 University Courtyard Apartments Lot or lot 6 Laird Campus Resident Lot if space is available. Overnight is defined as 5 p.m. to 7 a.m. Monday – Friday. The garage permit is valid at all times in the Center for the Arts garage and red lots and the lot 52 and lot 6 permits are valid in their assigned lot at all times. These permits can park overnight and on weekends in Lot 19 (North College Ave. lot), Lot 53 (Haines Street Lot), Lot 51 (IEC/ELC lot) on Wyoming Road, and Lot 52 (University Courtyard Apartments at the corner of South Chapel Street and East Delaware Avenue).

Monthly parking permits for a parking garage may be purchased if space is available. This permit allows 24/7 parking in the assigned garage and red lots.

All Commuting Students living outside of the parking perimeter may register for the Center for the Arts Commuter Garage permit. Student gate permits are issued for the academic year only, are valid in red lots, and in non-restricted lots after 5 p.m. on weekdays and on weekends.

All Commuting Students living inside of the parking perimeter may register for the Center of the Arts Commuter Garage permit. Student gate permits are issued for the academic year only, are valid in red lots, and in non-restricted lots after 5 p.m. on weekdays and weekends.

The Parking Perimeter is defined as an imaginary line running clock-wise bounded by the following streets: Beginning at Ray Street & North College, North to White Clay Drive, East on White Clay Drive, then Southeast to the intersection of Cleveland & North Chapel, South on Chapel to East Delaware Avenue, East along East Delaware Avenue to Library Avenue, South on Library Avenue to the Amtrak right-of-way, West along the tracks to South College, North on South College to Ritter, West on Ritter to Apple, North on Apple to Hillside, then an imaginary line to the south end of Old Oak Road, North on Old Oak to West Main, East on West Main to Corbit, Northwest on Corbit & Ray Street to the beginning. Persons who have residences on the portions of these streets included above will be considered as living within the perimeter area.

All undergraduate students living outside of the parking perimeter may register for carpool permits. Student carpool permits can be issued for the academic or annual year and confer gray, red or garage permit privileges. The permit fee is shared among the members of the carpool.

Students are not permitted to purchase parking for another student including adding their vehicle onto an active permit.

Commuting students are not permitted to register a vehicle whose owner is a resident student or the parent(s) of a resident student or other relative of a resident student unless approved by the Parking Office.

Commuting students are not permitted to register a vehicle if the owner of the vehicle resides within the parking perimeter or the owner is a relative of a student who resides within the parking perimeter.

Daily permits are available to all Commuting Students who do not wish to register for a regular parking permit because they do not normally drive to campus but find, on occasion, that the use of a vehicle is a necessity. The permit may be purchased online or at the Parking Services office prior to parking on campus, and will be valid for the same parking privileges as a regular parking permit for which the person could register. Daily parking permits are non-refundable.

Students who purchase an academic or annual year parking permit by October 31st can have their bicycle stored during winter and summer breaks at no charge.

Eligibility:

- - Commuters living outside the parking perimeter who have completed 110 credit hours may request a Center for the Arts Garage, gray, red, or a night/weekend permit. Purchasing your permit for the full year is more cost effective than purchasing for shorter time frames. The Gray lots are separated into Gray-North and Gray- East sub-categories. This allows better control of the number of permit sales for each area. Gray permits are valid in all gray lots including the other sub-category (north or east).
  - Commuters living inside the parking perimeter who have completed 110 credit hours may request a Center for the Arts Garage, red, or a night/weekend permit. Purchasing your permit for the full year is more cost effective than purchasing for shorter time frames.
  - Commuters with less than 110 completed credit hours may request a Center for the Arts Garage, red, or a night/weekend permit. Purchasing your permit for the full year is more cost effective than purchasing for shorter time frames.

Evening Classes:

- - If you are only taking evening classes, night/weekend or red permit holders may park in unrestricted lots after 5 p.m. and on weekends.
  - Current permit holders can request access via their UD ID card from 5:45 PM – 2 AM Monday through Friday, all day on weekends and holidays to Lot 37C Amstel gate, Lot 34C Library Gate and Lot 53C Pearson Gate.

Winter & Summer Sessions:

- - All commuters are eligible for a gray permit during winter session and summertime. Red permit holders may upgrade to gray during winter and summertime for an additional fee.

Graduate Student

Evening and Weekends

- - A red permit holder may park in unrestricted lots after 5 p.m. and on weekends.
  - Night/Weekend permits are valid in non-restricted lots after 5 PM, all day on weekends, and university holidays. It has no parking privileges on campus during restricted hours.
  - Current permit holders can request access via their UD ID card from 5:45 PM – 2 AM Monday through Friday, all day on weekends and holidays to the following gate lots 37C Amstel gate, 34C Library Gate and 53C Haines Street Gate.

Living on Campus

- - Graduate students living on campus can only purchase a resident student permit. Teaching assistants and research assistants are eligible for central, gray, or red lot privileges in addition to a resident lot.
  - To ensure the closest available resident lot, it is best to register for a resident permit early. If you are a Teaching Assistant or Research Assistant, central, gray, or red lot privileges will also be assigned.

Stipend

- - Graduate students with a stipend may choose payroll deduction as a payment option at the beginning of the fall semester. If registering in advance, your stipend for the upcoming year must be in SIS by August 1. If it is not, the permit price will be charged to your student account.

Employees

Faculty or staff members who wish to park on campus are required to have a valid permit at all times or use pay-to-park facilities. Daily permits are available to all Faculty and Staff who do not wish to register for a regular parking permit because they do not normally drive to campus but find, on occasion, that the use of a vehicle is a necessity. The permit may be purchased online or at the Parking Services office prior to parking on campus. Daily permits are non-refundable.

Faculty and staff employed on the Newark Campus may register for Red, Gray, Central, Pearson, Gated Lot, Carpool, or Night/Weekend permits. Payroll deduction is available for benefited employees purchasing annual permits only. Academic permit pay methods include cash, check and credit card.

A son, daughter, or spouse of an employee associated with the University may use the employee’s parking privilege if the employee is not currently on campus and the vehicle parks in a lot for which they themselves are eligible to register (e.g., freshman commuter student must park in a Red Lot between 7 a.m. and 5 p.m. Monday – Friday even if the vehicle has a gray registration permit). Faculty and staff, when registering for a permit, must understand they are responsible for all violations issued to the permit(s) and/or vehicles assigned/registered to them. They agree to report to the Parking Office any changes that affect their parking eligibility. In addition, the employee authorizes the University to transfer all parking fines and late fees not paid after 30 days from the date of the decision of appeal or 30 days from the date of the violation, whichever is later, to Human Resources for payroll deduction or a collection agency.

Current permit holders can request access via their UD ID card from 5:45 PM – 2 AM Monday through Friday, all day on weekends and holidays to the following Lot 37C Amstel gate, Lot 34C Library Gate and Lot 53C Pearson Gate.

Red Permits

Faculty and staff who receive may register for Red Lot permits for a fee. These permits are valid in red lots during hours of 7:00 a.m. and 5:00 p.m., Monday through Friday, and non-restricted lots after 5 P.M. and all day on weekends except during break periods when classes are not in session. During these periods red permits will be accepted in gray lots. If a red permit holder needs to park in a central or gray lot during the restricted hours, day passes can be purchased in advance or online.

Full-time benefited employees making less than $35,000 per year can obtain a red annual permit at a 50% discount.

Central and Gray Permits

Faculty and staff may register for Central and Gray Lot permits for a fee. Central, and Gray lots represent the largest number of parking lots on campus and these permits provide parking for each category and the categories below it; i.e. Central permit is valid in Gray and Red, Gray permit is valid in Red, The Gray lots are separated into Gray-North and Gray- East sub-categories. This allows better control of the number of permit sales for each area. Gray permits are valid in all gray lots including the other sub-category (north or east).

Pearson Lot, Central Gate and Garages

Faculty and staff may register for the Pearson Lot, Central Gate or Garage permits for a fee. Parking space in Pearson Lot, Central Gate or the Garages are limited and permits are sold on a “space available” basis. Central Gate or Gate Lot parking is available in Lot 21 located behind the Academy Building, Lot 37C located next to 25 Amstel Avenue, Lot 20C located at Carpenter Sports building, Lot 53C behind Pearson Hall, Lot 14C CFA parking garage on Amstel Avenue, Lot 34C located south of Morris Library, Lot 35C adjacent to Hullihen Hall, Lot 4C Perkins parking garage, and Lot 17C the parking garage adjacent to the Trabant University Center. Pearson Lot, Gate and Central Gate permit holders may not use regular color-coded spaces in the lot within or adjacent to those to which they are assigned or Central parking lots except as directed by Parking Services. Monthly parking permits for a parking garage may be purchased if space is available. This permit allows 24/7 parking in the garage, red lot parking and non-restricted lots after 5 PM Monday-Friday and all day on weekends. An access card will be issued; if necessary; in lieu of a UD ID card to access the lot. Monthly permits may not be renewed based on space availability in the garage.

Carpools

Faculty and staff may register for a Staff Carpool permit for a fee. Carpool permits are issued annually and confer either Red, Gray, Central, Pearson, or Gate-Controlled lot privileges. Carpools with two members share the normal fee for the option chosen. Staff Carpools with three or more members receive a 10% discount on the price of the option chosen. Additionally, each member of a Staff Carpool will receive forty virtual daily validations for use when more than one car must be on campus on a given day (the number of validations will be prorated based on the month the permit is purchased).

Night/Weekend Permits

Night/Weekend permits are valid in non-restricted lots after 5 PM, all day on weekends, and university holidays. It has no parking privileges on campus during restricted hours. Lot 21NW permits only allow access to the Academy Gate Lot from 5 PM – 3 AM on weekdays and all day on weekends.

Reserved Permits

Under rare and special circumstances, faculty and staff may apply for a Reserved Parking permit for a fee. A limited number of Reserved parking spaces are available on the Newark campus, and their locations will be determined by the Parking Services. Reserved permits may be for 24 hours a day, seven days a week, or from 7:00 a.m. to 5:00 p.m., Monday through Friday depending upon the fee paid. Persons registered for the reserved space shall be responsible for notifying the Parking Services if an unauthorized vehicle is parked in their space. Use of a reserved space by other than the registered owner is limited to persons who are granted permission by the owner and who are registered for a University permit for the lot in which the space is located, or who are valid visitors. Reserved space permit holders may not use regular color-coded spaces in the lot within which or are adjacent to those to which they are assigned except as directed by Parking Services. Residence Life and Housing full-time staff who are required to reside on campus have the option of choosing to register for a Gate, a Pearson, a Central, Gray, or Red permit. Staff may request a personal reserved space near their residence. Reserved spaces may not be available at all locations. Live-in staff members may request a service vehicle pass from their department allowing for short-term drop off-periods near their halls. When requested, service spaces may be utilized on a 24-hour basis during times when the University is closed. Spouses or Significant others of Residence Life and Housing full-time staff who are required to reside on campus will be eligible for parking at rates established for commuting students.

Accessible (Handicap)

Accessible parking spaces have been designated in all major lots. They are located as conveniently as possible to accessible building entrances and are identified by appropriate signs. Parking in the access way to a accessible space is prohibited and is subject to a fine. Lots which contain accessible parking spaces are denoted on the parking map.

Use of accessible spaces is restricted to vehicles occupied by persons who are disabled and which bear an authorized Accessible Permit (from the State of Delaware or another state) or bear an accessible license plate. A valid University of Delaware permit for the lot in which the handicapped space is located is also required at all times. Commuting students with authorized disabilities are eligible to register for a Central or Gray permit regardless of their completed credit hours or off-campus address. On-campus resident students with a valid resident student permit and an authorized accessible Permit (from the State of Delaware or another state) or bear an accessible license plate can park in accessible spaces on campus. Verification of accessible parking privileges is required (copy of plaque or plate registration). Please contact Parking Services for further information on how to apply. Users of accessible spaces located in the campus pay-to-park lots must pay the appropriate hourly or daily fees.

Persons with accessible parking privileges are eligible to park in accessible spaces, service vehicle spaces, and unpaid meters provided they have a valid University permit for the lot in which they are parking. Visitors with valid visitor passes and accessible parking privileges are eligible to park in accessible spaces, service vehicle spaces, and unpaid meters. Vehicles that display valid accessible privileges are exempt from meter activation.

Contractor and Vendor

A valid permit/pass for your vehicle is required at all times when parking in other than pay-to-park facilities. Representatives of service companies that have a contract to deliver goods or services on campus may apply for a parking permit. There will be a fee associated with the parking permit.

Contractors can purchase a limited number of contractor passes for the duration of the project or contract term. A contractor pass allows parking for up to 15 minutes in a service vehicle space and long term parking in central, gray, or red lots. A Night/Weekend permit is available and is valid in non-restricted lots after 5 PM, all day on weekends, and university holidays. It has no parking privileges on campus during restricted hours. Contractors can purchase online if they have a login and password provided by UD Parking Services. To obtain a login and password please contact our office.

Vendors with highly recognizable vehicle logos performing routine deliveries/pick-ups at University buildings and requiring less than fifteen minutes are exempt from any permit requirement and must park in the service vehicle spaces.

Government vehicles displaying state or federal license plates are exempt from the permit requirement.

The University operates four (4) pay-to-park facilities that you are welcome to utilize. Pay-to-park sites are located at: Lot 41 South College Avenue next to the Visitor Center; Lot 17C the parking garage on West Main Street next to the Trabant University Center, Lot 14C the parking garage on Amstel Avenue west of the Center for the Arts, and Lot 4C the parking garage on Academy Street south of the Perkins Student Center.

As a non-university employee, you are eligible to purchase a Visitor Pass which is only valid in designated remote parking lots – Lots #1, 2, 88, 3, 7, 51, 52, and 54.

Daily or monthly parking permits for the main campus may be purchased at the Parking Services Office, 325 Academy Street 147 Perkins Student Center. The office is open Monday through Friday from 8:00 a.m. to 5:00 p.m. Please be prepared to provide a written form of documentation regarding your campus work assignment.

Monthly parking permits for a parking garage may be purchased if space is available. This permit allows 24/7 parking in the assigned garage and red lots.

Visitor

Visitors are always welcome at the University of Delaware. There are a number of parking lots available to visitors on the Newark campus during the business day. These include the Visitors Center lot (lot 41), the Trabant Parking Garage (lot 17C), the Center for the Arts Garage (lot 14C), and the Perkins Garage (lot 4C). (see map above) A posted parking fee is designated for each lot. Visitors may also pay to park in metered parking spaces.

A visitor parking permit is required to park a vehicle in any lot other than the designated visitor pay to park lots. A visitor permit may be purchased online or at Parking Services or from the department/office visited. Guests of students are asked to go online or come to the Parking Services office to register for their visitor permit. These permits are valid in lots 1, 2, 3, 7, 51, 52, 54 and 88 between the hours of 7:00 a.m. and 5:00 p.m., Monday through Friday. (see map below) At all other times this permit is valid in all non-restricted parking lots and spaces. Guests who will be on campus for several days are asked to store their vehicles in the perimeter lots. Visitors are prohibited from parking in 24-hour reserved and service vehicle spaces at all times.

Pay-by-plate kiosks are available for hourly or daily parking at lot 2A 501 South College Avenue or STAR Campus On-Street parking. Visitors to Laird Campus, may use the self-service kiosk near the bus shelter in lot 6 to obtain parking for up to 7 days for lot 6.

Visitors who receive a notice of violation for “Lacks Valid Permit” may have the fine reduced to the cost of the day instead of paying full price for the parking ticket by contacting parking servies at parking@udel.edu and establishing their visitor status.

Persons with handicap parking privileges and visitor passes are eligible to park in handicap spaces, service vehicle spaces, and unpaid meters. Vehicles that display valid handicap privileges are exempt from meter activation.

Public off-street parking is available at the City of Newark Parking Division. For further information, call the City at 366-7000.

Retirees

University Retirees who wish to park on campus are required to have a valid permit at all times or use pay-to-park facilities.

Faculty emeriti and qualified retired University employees will be issued, upon request, central lot privileges. There is no charge for this permit. Retiree permits are only valid when utilized by the retiree or their spouse; other family members are not eligible to use this permit. Spouses of deceased retirees are eligible to register for a retiree permit.
