The Constitution for

The Robert Longwell-Grice Chapter of the

National Residence Hall Honorary

at the University of Delaware

Preamble:

The National Residence Hall Honorary at the University of Delaware aims to improve the quality of life for all members of our campus community. We are a University recognized Registered Student Organization and we operate in conjunction with the University’s Office of Residence Life and Housing as well as the National Association of College and University Residence Halls. This organization abides by the standards and regulations set by those institutions of which we are a part. We have crafted this constitution for the specific purpose of establishing an organizational system through which we can adhere to all necessary procedures and guidelines as we work to fully achieve our mission. We hereby pledge to uphold this constitution in its entirety.

 

Article I: Name, Purpose, and Values

 

Section 1: Name

  1. The name of this organization shall be the Robert Longwell-Grice Chapter of the National Residence Hall Honorary, hereafter referred to as NRHH, at the University of Delaware

 

Section 2: Purpose

  1. Our mission is to inspire student residence hall leaders to promote service and recognition both on our campus and in the greater Delaware community

 

Section 3: Values

  1. NRHH is a leadership-based honorary comprised of exemplary residential students who value recognition and service.

 

Article II: Terms and Definitions

Section 1: Terms

  1. The following are terms are used interchangeably throughout this document:
    1. NRHH – National Residence Hall Honorary
    2. GA – General Assembly
    3. RSA – Resident Student Association
    4. NACURH – National Association of College and University Residence Halls
    5. CAACURH – Central Atlantic Affiliate of College and University Residence Halls
    6. RSO – Registered Student Organization
    7. UD – University of Delaware
    8. RHLC – Residence Hall Leadership Council
    9. NCC – National Communications Coordinator
    10. OTM – Of The Month award
    11. OTY – Of The Year award
    12. RABC – Recognition and Awards Bidding Committee
    13. RLC – Regional Leadership Conference
    14. RBC – Regional Business Conference

 

Section 2: Definitions

  1. This chapter defines the following terms as such:
    1. Student – Any person enrolled at the University of Delaware, either full or part time, pursuing an undergraduate, graduate, or professional degree

 

Article III: Organization

 

Section 1: General Assembly

  1. The General Assembly shall be comprised of all members of the NRHH, Candidate, On-Campus, Off-Campus, Lifelong, and Honorary

 

Section 2: Executive Board

  1. The Executive Board of the NRHH represents the entire GA and serves as the governing body under which it operates. The Executive Board is the primary party responsible for executing the provisions of this constitution
  2. The Executive board is composed of eight (8) full-time undergraduate students of the University of Delaware. The existing positions on the Executive Board are listed below:
    1. President
    2. Vice President
    3. Director of Recognition
    4. Director of Service
    5. Director of Finance
    6. Director of Communications
    7. Director of Internal Development
    8. National Communication Coordinator
  3. The Executive Board is also joined by two (2) Advisors
  4. The requirements, responsibilities, and voting processes are defined in Article V

 

Section 3: Standing Committees

  1. Standing committees serve to facilitate NRHH programming and events throughout the academic year, and represent the chapter’s values of Recognition and Service as well as the chapter’s principles of Scholastics and Leadership
  2. Committees of the NRHH shall include, but not be limited to, the:
    1. Recognition Committee
      1. Shall help plan and execute Appreciation Day activities
      2. Shall meet monthly to select the campus OTM winners from all submissions
      3. Shall organize recognition activities for the GA
      4. Shall focus on the value of Recognition
    2. Service Committee
      1. Shall help to plan and execute service events for the NRHH
      2. Shall organize service activities for the GA
      3. Shall focus on the value of Service
    3. Internal Development Committee
      1. Shall provide resources and tools to help members develop leadership and study skills and emphasize on the importance of mental health and wellness, and provide activities and suggestions to help members reduce stress
      2. Shall organize study, leadership, and social events for the GA
      3. Shall focus on the principles of Scholastics and Leadership, and on the mental health and wellness of the chapter
  3. Each committee will be chaired by an Executive Board member who will determine the structure and responsibilities as necessary

 

Section 4: Chair Positions

  1. Chair positions are created to support the executive board achieve the NRHH mission
  2. Any member of the GA is eligible to serve in a chair position
  3. Chairs shall be selected by a simple majority vote of the GA present at the meeting
  4. Chairs shall attend meetings of the executive board, when invited
  5. The existing chair positions and responsibilities are as follows:
    1. Media Chair(s)
      1. Shall assist the Director of Communications in updating and running the chapter’s social media and website pages
      2. Shall assist in gathering promotional media for the chapter, including taking photos at NRHH sponsored events, recording video, etc.
      3. There shall be no more than three (3) members serving as Media Chair at one time
    2. Parliamentarian
      1. Shall moderate or help moderate all NRHH sessions in which Robert’s Rules of Order must be used, including all legislation sessions
    3. RHLC Representatives
      1. This position must be filled by two eligible members of the GA
      2. Shall attend all meetings of the RHLC
  6. Additional Chairs can be created at the discretion of the Executive Board

 

Section 5: Residence Hall Leadership Council

  1. The Residence Hall Leadership Council  is a collaborative council comprised of the Resident Student Association and NRHH executive boards, as well as two (2) RHLC Representatives from from both organizations
  2. At least three (3) members of the Executive Board must serve on the RABC, pursuant to the RHLC Constitution
  3. The RHLC operates under its own constitution. The NRHH will operate within that constitution, where applicable, providing it does not conflict with any part of this constitution

 

Section 6: Meetings

  1. The Executive Board shall meet at a time and place determined by the board such that there is always quorum
  2. The GA shall meet at a time and place determined by the board such that the majority of members may be present

 

Article IV: Membership

 

Section 1: Membership Qualifications

  1. Must be a student at the University of Delaware
  2. Must have resided in university recognized housing for one semester prior to nomination
  3. Shall demonstrate outstanding service and leadership to Residence Life and Housing, the RSA, or to the residence halls and surrounding community at UD
  4. Must have a cumulative grade point average (GPA) of 2.5 or greater out of a scale of 4.0
  5. Shall be in good disciplinary and academic standing with the University of Delaware
  6. Shall actively demonstrate involvement or understanding of the two values of NRHH, Recognition and Service

 

Section 2: Membership Types

  1. Candidate Membership
    1. The Candidate Member is a pre-membership status in which the student has shown interest through intent to become an NRHH Member.
    2. Candidate members possess no voting rights within in the chapter
    3. The Candidate member must submit a formal intent of pre membership to the chapter.
    4. The Chapter must confirm status of pre-membership to candidate member.
    5. The Chapter must educate the candidate on the following topics before the candidate can be inducted:
      1. NRHH History
      2. OTM’s
      3. Membership Qualifications
      4. Membership Selection Process
    6. Before a Candidate Member can be inducted, they must meet the following requirements:
      1. A Candidate Member seeking induction must be a student of the college or university with which the chapter is affiliated.
      2. “Student” shall be defined by the chapter’s host institution.
      3. Students pursuing undergraduate, graduate, or professional degrees are all eligible for induction.
      4. At the time of induction, the Inductee must be a student possessing at least a 2.5 GPA on a 4.0 scale, or its equivalency.
      5. Candidate member must be living in institutionally owned or contracted housing and has lived in institutionally owned or contracted housing for at least one academic term, as defined by the affiliated institution, upon induction.
      6. Candidate Member must have made positive contribution to the residence hall system through engagement with the values of service and recognition.
      7. Induction requirements and chapter responsibilities can be found in Article IV Section 4
    7. Once a candidate member has met all NACURH and chapter requirements, they will be eligible for induction.
  2. On-Campus Membership
    1. An On-Campus member of an NRHH Chapter is a member that lives in institutionally owned or contracted housing and meets the chapter and NACURH membership qualifications.
    2. On-Campus members must meet the following requirements to maintain their membership:
      1. The On-Campus Member must be a student of the college or university with which the chapter is affiliated.
        1. “Student” shall be defined by the chapter’s host institution.
    3. The On-Campus member must maintain at least a 2.5 GPA on a 4.0 scale, or its equivalency.
    4. On-Campus Member must be living in institutionally owned or contracted housing.
    5. On-Campus Member continue to make a positive contribution to the residence hall system through engagement with the values of service and recognition.
    6. Must meet all active member requirements from Article IV Section 6
      1. Should an On-Campus Member not meet all active member requirements during a semester the Executive Board will have the right to either extend or revoke their membership in the chapter
  3. Off-Campus Membership
    1. An Off-Campus member of an NRHH Chapter is a member that does not live in institutionally owned or contracted housing and meets the chapter and NACURH membership qualifications.
    2. Off-Campus members must meet the following requirements to maintain their membership:
    3. The Off-Campus Member must be a student of the college or university with which the chapter is affiliated.
    4. “Student” shall be defined by the chapter’s host institution.
    5. The Off-Campus member must maintain at least a 2.5 GPA on a 4.0 scale, or its equivalency.
    6. Off-Campus Member continue to make a positive contribution to their community through engagement with the values of service and recognition.
    7. Must meet all active member requirements from Article IV Section 6
      1. Should an On-Campus Member not meet all active member requirements during a semester the Executive Board will have the right to either extend or revoke their membership in the chapter
    8. Up to 15% of the chapters member cap may consist of Off-Campus members who posses the same voting rights as an On-Campus member
      1. An Off-Campus must submit a NACURH written pledge for accountability approved by the chapter president and advisor
      2. The NACURH pledge can be found at: http://form.jotform.com/72275517812155
      3. Unless this pledge is submitted and approved, an Off-Campus member shall possess no voting rights within the chapter
    9. Off-Campus members without voting rights do not contribute to the chapter’s membership cap
      1. Any Off-Campus members who do possess voting rights will count to the chapter’s membership cap
  4. Lifelong Membership
    1. Once an individual has shown dedication and commitment to NRHH according to their chapter’s standards, they will become an NRHH member for life.
    2. A Lifelong Member is a member of NRHH that is no longer affiliated with their host institution as a student due to either graduation or a discontinuation of education.
    3. Anyone who leaves the chapter and institution in institutional good standing and meets the chapter’s requirements for membership for life would become a Lifelong Member.
    4. By becoming a Lifelong Member, a member would have to uphold the life long commitment to the NRHH Values of recognition and service
    5. Lifelong Members are eligible to participate in chapter-specific and NACURH activities at the discretion of NACURH Leadership and their chapter, respectively.
    6. To qualify for Lifelong Membership a member must have met the active member requirements from for at least half (½) of the total semesters they were a member of the chapter for, including at least one (1) semester in their senior year
      1. If a member graduates or discontinues education prior to their senior year that portion of this requirement is waived
    7. A member that does not satisfy the above requirement may request Lifelong Membership status by writing a formal letter to the President stating the reasons why they should be granted this status, including how they contributed to the success of the NRHH
      1. A majority vote by the Executive Board will then be necessary to grant Lifelong Membership
    8. Lifelong Membership guarantees the following:
      1. Membership to the Robert Longwell-Grice Alumni Association
      2. Graduation cords paid for by the NRHH, to be presented to the member at the End of Year Banquet
  5. Outstanding Service Award Process
    1. An Outstanding Service Award is designed to recognize those
      who have demonstrated outstanding support and service to the residence hall students. This may include, but is not limited to housing personnel, instructors, and college or university staff.
    2. Individuals who could qualify for membership including first term students, with the exception of those graduating in the current academic term, cannot be given an Outstanding Service Award.
    3. The maximum number of Outstanding Service Awards which may be given in a year is equal to the number of regional
      affiliates within NACURH.
    4. This award will be given out to members at the discretion of the executive board

 

Section 3: Membership Selection

  1. Membership applications shall open in the beginning of the Spring semester every year
  2. Any eligible student can be nominated to join the NRHH by:
    1. NRHH members
    2. Residence Life and Housing staff
  3. Eligible students need not be nominated by anyone to submit an application
  4. All applicants must submit:
    1. A formal application to join the NRHH through the university’s Student Central website
    2. A resume
  5. Every applicant is entitled and required to attend an interview with current members of the chapter
  6. Applicants will be selected to join the chapter by a simple majority vote of GA members present at the meeting
    1. All members will be provided with information on all applicants prior to the vote
    2. All applicants will be assigned a random number to maintain anonymity during this vote
  7. Upon a majority vote, the applicant shall become a Candidate Member of the chapter
    1. If the remainder of the induction process is not completed by the Candidate Member during the same semester they applied in, they will need to reapply the following year to join the NRHH and start over

 

Section 4: Induction Process

  1. The induction process, including member selection, shall be overseen by the Vice President
  2. The Induction Ceremony will take place in April of the Spring Semester of every academic year
  3. The following requirements must be met by a Candidate Member before the Induction Ceremony to be inducted as a full member of this NRHH chapter:
    1. Write at least one (1) OTM
    2. Fulfil at least two (2) service hours
    3. Attend at least half (½) of the GA meeting that occur between their becoming a Candidate Member and the Induction Ceremony
      1. This requirement can be waived if the Candidate Member has a conflict during the designated meeting time by at least a two-thirds (⅔) majority vote of the Executive Board
    4. Attend a review of each value of the NRHH
      1. This will be satisfied by attending a meeting detailing the two (2) values, as well as our chapter’s principals, committees, and organization
    5. Complete a final review to show sufficient understanding of the NRHH
      1. This will be satisfied by attending an Exit Interview with at least one (1) Executive Board member
  4. To assist Candidate Members through the induction process at least one (1) member of the chapter will be designated as the Induction Class’s Parent to help guide and support them
    1. Any member of the chapter is eligible to serve as the Class Parent(s)
    2. The Class Parent(s) will be selected by the Vice President, in collaboration with the Executive Board
    3. The Class Parent(s) shall be involved at the beginning of the induction process
  5. Any of these requirements can be waived by at least a two-thirds (⅔) majority vote of the Executive Board if a Candidate Member has a conflict during the process

 

Section 5: Membership Transfer Policy

  1. NRHH members that are transferring schools at any educational level, including incoming graduate students and incoming doctoral students, are able to apply to have their NRHH membership transferred from their outgoing institution to their incoming institution
  2. Each NRHH chapter is able to accept/reject transfer members at their own discretion. If accepted, these members shall become active members of the new chapter. The Membership Transfer Policy must be outlined according to the following:
    1. The student applying to transfer their membership must be fully matriculated at the new institution.
    2. The student seeking to transfer their membership must contact the chapter president and advisor in writing detailing why they want to transfer their membership, how they benefited their previous chapter and residence hall system, and how they hope to be involved in the new chapter.
  3. To be eligible to transfer membership to this chapter, the incoming student must:
    1. Be fully matriculated at the University of Delaware
    2. Contact the chapter’s President and Advisor(s) in writing, detailing why they want to transfer their membership and how they benefited their previous chapter and residence hall system, and how they hope to be involved in the new chapter
  4. The chapter President shall contact the chapter President of the student’s outgoing institution for a review of the students contributions and membership status in order to best inform the decision to approve membership transfer to this chapter
    1. Upon review of the student’s membership request, as well as the membership review from the student’s outgoing institution’s chapter President, approval will be granted by at least a two-thirds (⅔) majority vote of the Executive Board
  5. If approved, the student and/or new chapter must complete the membership transfer application.
  6. The membership transfer application may be obtained from the region’s ADNRHH.
    1. The membership transfer application shall include signatures from the following individuals:
      1. The incoming chapter’s President.
      2. The incoming chapter’s Advisor.
      3. The NRHH member who is seeking to transfer their membership.
    2. The completed application shall be submitted to the region’s ADNRHH for approval.
    3. It is the right of the region’s ADNRHH to deny requests for reasons including, but not limited to:
      1. The application form is incomplete.
      2. Adding new member(s) puts the chapter over its member cap.
    4. If the member and/or chapter wish to appeal the decision of the region’s ADNRHH, they may appeal to the entire NNB. The decision of the NNB shall be final. In the event of an appeal to the NNB:
      1. Each ADNRHH shall have one vote.
      2. A simple majority shall be necessary, with tie-breaking vote when necessary.

 

Section 6: Membership Expectations

  1. The following section outlines the chapter’s expectation for all members. Candidate Members are not held accountable for these expectations and should refer to their induction requirements
    1. Any member who meets all membership expectations per a semester will be eligible to receive “Active Member Swag”, as determined by the Executive Board
    2. Any member who meets all membership expectations for one (1) semester is eligible to purchase graduation cords
    3. Any member who meets all membership expectations for all semesters they have been a part of NRHH for is eligible to have their membership to the NACURH Alumni Association paid for by the NRHH
  2. Members can miss no more than three (3) scheduled meetings a semester
    1. The Executive Board may excuse any member from a meeting if the member alerts the Executive Board of their absence prior to that week’s Executive Board meeting. If the Executive Board find the member’s reason for absence to be acceptable a two-thirds (⅔) majority vote of the Executive Board will be required to pardon the absence
    2. The Executive Board can waive this expectation if a member has a conflict during the designated time by at least a two-thirds (⅔) majority vote of the Executive Board
  3. Must submit at least one (1) OTM per semester that is, at minimum, 100 words in length
    1. In addition to an OTM, members must also submit one (1) Of The Year award during the Spring semester
  4. Shall serve on a committee or in a chair position. Serving on any of the following shall also satisfy this requirement:
    1. Executive Board
    2. CAACURH or NACURH delegation
    3. A CAACURH or NACURH committee
  5. Shall complete at least four (4) service hours a semester
    1. At least three (3) of these service hours must have come from an NRHH sponsored service event. One (1) of the service hours may come from an outside source
  6. Any of these requirements can be waived by at least a two-thirds (⅔) majority vote of the Executive Board if a member has a conflict during the process

 

Section 7: Removal Process

  1. The Removal Policy may be enacted if a member can no longer meet the chapter membership expectations.
  2. If a member is removed, they no longer count towards the 1% membership cap.
  3. The following guidelines apply to the procedure for the removal of an Active member:
    1. The member and/or chapter must complete the NRHH Member Removal Application.
    2. This form can be obtained from the region’s ADNRHH.
    3. The form must include the electronic signatures of the chapter President and chapter advisor.
    4. This form must be submitted electronically.
    5. The completed Member Removal application shall be submitted to the region’s ADNRHH for approval.
  4. The amount of members for removal is up to the discretion of the Chapter.
  5. It is the right of the region’s ADNRHH to deny requests for removal for reasons including, but not limited to:
    1. Submission of an incomplete application form.
    2. The region’s ADNRHH does not believe that sufficient measures have been taken by the chapter to address the member’s inactivity or ineligibility within the chapter prior to submission of the application.
  6. If the member and/or chapter wish to appeal the decision, they may appeal to the Regional ADNRHH through written request as to why the Candidate deserves to continue as a member of NRHH.
  7. The process to remove member of the NRHH may begin for reasons including but not limited to:
    1. Not meeting member expectations
    2. Conduct unbecoming of an NRHH member including but not limited:
      1. Misrepresenting the NRHH
      2. Inappropriate use of NRHH resources
      3. Misuse of social media related to the NRHH
  1. If a member is found to meet at least one (1) of the above reasons for removal:
    1. The President of the chapter shall notify the member that they are under review for removal
    2. A meeting between the executive board and the member will be arranged at a mutually available time
      1. If the member does not respond to the meeting request within seven (7) days, the meeting will take place in their absence
      2. If the member does not want to attend the meeting or no longer wishes to be a member of the chapter the removal process will continue per Article IV Section 8, Self Removal
    3. At least seven (7) Executive Board members and one (1) Advisor must be present at this meeting
      1. The President must also be present for this meeting, and may count as one of the seven (7) Executive Board members
    4. During this meeting the executive board shall explain to the member why they are under review for removal, and the member shall have the opportunity to state why they should be allowed to remain a member of the NRHH
      1. The President and Advisor shall maintain order during the meeting and ensure fairness
    5. At the conclusion of the meeting the member shall be asked to leave, and the Executive Board shall discuss the case and vote on the member’s removal
      1. A two-thirds (⅔) majority vote of the Executive Board present is required for removal
    6. If the President of Advisor disagrees with the decision of the Executive Board they can appeal the decision, and must state their reason for appeal. The Executive Board will then move into another discussion session, followed by a vote on the member’s removal
      1. A two-thirds (⅔) majority vote of the Executive Board present is required for removal
      2. This vote will be final
    7. The member will be notified of the Executive Board’s decision within 24 hours

 

Section 8: Self Removal

  1. If a member no longer wishes to be a member of the NRHH they may alert the President of their decision to relinquish their membership
  2. The President shall discuss with the member the reasons for self-removal, and what such action means
  3. If the member decides to move forward with the removal process, the President and Advisor(s) shall take the same actions for this individual as outlined above to remove the member through the AD-NRHH

 

Section 9: Membership Capacity

  1. The total active membership of a chapter may include up to, but not more than, 1% of the total residence hall population that year, or 20 members, whichever is larger. The total 1% membership does not include alumni, early alumni or honorary members.
  2. The membership capacity will be determined based upon the 15 day count of beds filled within the 25 residence halls, 2 on campus apartment complexes, and 2 greek life houses considered on campus housing, as provided by the University of Delaware Residence Life and Housing Office.

 

Article V: Executive Board

 

Section 1: Eligibility

  1. All Executive Board members must be either a full time undergraduate student attending the University of Delaware or a registered part time undergraduate student completing their final semester
  2. Any person serving in a position on the Executive Board may live either on or off campus during the length of their term in office
  3. Any person serving in a position on the Executive board must be in good disciplinary and academic standing with the University of Delaware
  4. Any member of the GA is eligible to run for a position on the Executive Board
    1. The exception to this rule is the position of President, for which members must have been an active member of the chapter for at least one (1) academic year, or two (2) semesters
  5. All Executive Board electoral candidates must meet all other applicable membership requirements

 

Section 2: Term of Office

  1. Executive Board members are expected to serve for an entire academic year, officially beginning their term on June 1st and ending on May 31st the following year
    1. The exception to these terms is the NCC, who will serve in their position until the end of the NACURH National Leadership Conference
  2. Executive Board members who begin their term after June 1st shall serve for the remainder of the term

 

Section 3: Election Procedure

  1. The election process shall be overseen by the President
  2. Applications to declare candidacy shall be open and available to the entire GA immediately following the Spring Induction Ceremony
    1. All positions, with the exception of the NCC shall be available for candidacy and election
    2. The sitting NCC will select and train their successor when applicable
  3. Applications will be accepted for exactly two (2) weeks following the Induction Ceremony
  4. Elections will begin during the meeting following the close of application
  5. During these elections all electoral candidates will make a case for their (re-)election This process will occur, for every candidate, as follows:
    1. Candidate presentation, speech, etc.
    2. Question and answer session
    3. Discussion session
  6. All electoral candidates shall be elected by a majority vote of those voting members present at the time of the elections
    1. Only the Advisor(s) are permitted to count vote
  7. In the event a position is left undeclared at the time of the election, nominations will be taken by the GA
    1. Any member or advisor of NRHH may make nominations for officers
    2. To accept a nomination, the nominee must meet all eligibility requirements
  8. If no nomination is made, or accepted, the currently serving Executive Board reserves the right to appoint needed positions
  9. All needed positions must be elected within two (2) scheduled GA meetings, or before the annual End of Year Banquet, whichever comes first
    1. In the event that every electoral candidate is unable to present their material or make a case for themselves in a way that is fair and unbiased, without violating established time constraints, the Executive Board reserves the right to call for additional “emergency” meetings that fall outside of the established meeting time and date
  10. The Executive Board reserves the right to change any part of the election process as needed. At least a two-thirds (⅔) majority vote of the Executive Board will be required to make these changes, and any changes made in this manner will only apply to that year’s elections

 

Section 4: Officers of the Executive Board

  • President

 

      1. Shall serve as the official representative of the NRHH
      2. Shall execute the provisions of the NRHH Constitution and give direction and leadership to the chapter
      3. Shall have the power to call and preside meetings of the General Assembly and the Executive Board
      4. Shall complete administrative responsibilities associated with student activities, CAACURH, and NACURH
      5. Shall submit an end of the year progress report with one copy sent to the National Honorary Office and one filed in the permanent files of the chapter
      6. Shall Nominate individuals for the CAACURH Three-Year and NACURH Four-Year Service Pins
      7. Shall Communicate with RSA and NCC monthly
      8. Shall oversee and enforce the duties of the Executive Board, with assistance from the Advisor(s)
      9. Shall choose Bronze Pin recipients at the end of the year
      10. Shall oversee the election of NRHH officers
      11. Shall co-chair on the RHLC with the President of the RSA
      12. Shall perform all duties assigned by the Executive Board

  • Vice President

 

      1. In the absence of the President, shall assume all presidential roles in the chapter
      2. Shall be responsible for all aspects of NRHH new member induction process including:
        1. Developing and distributing all required forms and applications
        2. Coordinating the member selection process

  • Director of Recognition

 

      1. Shall coordinate Appreciation Days with Residence Life and Housing
      2. Shall collect and present OTM’s to the Recognition Committee
      3. Shall facilitate the selection of the OTY awards at the end of the academic term
      4. Shall ensure that all submission, selection, and distribution policies regarding OTM’s and OTY’s are upheld by the chapter
      5. Shall plan and organize recognition activities for the General Assembly
      6. Shall chair the Recognition Committee
      7. Shall serve on the RHLC
      8. Shall perform all duties assigned by the Executive Board

  • Director of Service

 

      1. Shall coordinate community service efforts for the chapter
      2. Shall work with the National Communications Coordinator on CAACURH and NACURH philanthropy events
      3. Shall chair the Service Committee
      4. Shall plan and organize service activities for the General Assembly
      5. Shall serve on the RHLC
      6. Shall perform all duties assigned by the Executive Board

  • Director of Finance

 

      1. Shall be responsible for all financial matters pertaining to the NRHH
      2. Shall formulate a budget at the beginning of each semester with the Executive Board
      3. Shall maintain an itemized account of all transactions
      4. Shall coordinate all fundraising programs and support sponsorship efforts undertaken for the chapter
      5. Shall submit the books for review to the Advisor(s) and university at the end of each semester
      6. Shall be in constant communication with all committee members, and the Executive Board
      7. Shall serve on the RHLC
      8. Shall perform all duties assigned by the Executive Board

  • Director of Communications

 

      1. Shall keep written minutes of all Executive Board and General Assembly meetings
      2. Shall maintain a current membership list of the chapter
      3. Shall maintain a list of all local, regional, and national OTM winners from the university
      4. Shall manage and update all NRHH web page information and oversee social media activities
      5. Shall take attendance at all Executive Board and General Assembly meetings
      6. Shall coordinate apparel design and orders
      7. Shall oversee the Media Chair and Parliamentarian
      8. Shall serve on RHLC
      9. Shall perform all duties assigned by the Executive Board

  • Director of Internal Development

 

      1. Shall be responsible for the organization, creation and implementation of personal development programs for members. Example topics include but are not limited to:
        1. Leadership.
        2. Cultural Education.
        3. Professional Development.
        4. Health and Wellness.
      2. Shall assist in developing relationships between NRHH members through general meetings and other programs
      3. Shall make sure NRHH is represented well, has a clear mission statement, and functions well
      4. Shall maintain monthly Executive Board progress reports and manage end of year transition reports
      5. Shall manage the NACURH Lead Links program
      6. Shall oversee the Internal Development Committee
      7. Shall serve on the RHLC
      8. Shall perform all duties assigned by the Executive Board

  • National Communications Coordinator

 

    1. Serve as the primary liaison between the NRHH and the RSA
    2. Keep the RSA and the NRHH affiliated and in good standing with NACURH and CAACURH
    3. Utilize NACURH and CAACURH resources in order to improve residential life at the University of Delaware
    4. Organize delegations to the RLC, RBC, and NACURH National Leadership Conference
    5. Chair the CAACURH and NACURH Conference Committees
      1. CAACURH and NACURH Conference Deleagations shall be composed of the members selected to attend the CAACURH or NACURH Conference
    6. Shall serve on the RHLC
    7. Shall perform all duties assigned by the Executive Board

 

Section 5: Removal of Executive Board Officers

  1. If an Executive Board member consistently fails to perform the duties of their position, the Executive Board can vote, by a two-thirds (⅔) majority, to remove that individual from their position
    1. The person under consideration for removal shall not have a vote
  2. In the event the vote to remove the individual passes they will be immediately stripped of their position on the Executive Board
    1. The individual will retain applicable member status in the chapter
    2. If the individual is an Off-Campus Member they will have the same right to gain voting power in the chapter, should the conditions of that process be met
  3. The Executive Board must take all required actions, as needed, to ensure that the chapter maintains its registration and affiliation with both the University of Delaware and NACURH including but not limited to:
    1. Submitting all required forms and documentations to the University of Delaware and NACURH notifying them of the change
    2. Hosting emergency elections to fill the necessary position(s)

 

Section 6: Vacancies

  1. In the event of a vacancy on the Executive Board:
    1. The General Assembly must be notified of the vacancy within one (1) week of it occurring and be provided with the procedure and timeline that will be used to fill the vacancy
    2. The currently serving Executive Board reserves the right to temporarily appoint someone to the vacant position(s) until elections can be held for it
    3. Emergency elections shall follow the same procedure from Article V Section 3

 

Article VI: Finances

 

Section 1: Acquisition of Funds

  1. As a Registered Student Organization at the University of Delaware, the NRHH receives $800 every academic year from the university
    1. This funding is provided by a student activities fee
  2. As a RSO, the NRHH may apply for funding in addition to this standard allocation to assist with conference cost or other events
  3. Additional funding can be procured through the Department of Residence Life and Housing upon request from Advisor(s)
  4. The NRHH will conduct fundraisers throughout the academic year to raise funds for activities put on by the chapter
  5. The University of Delaware shall inherit the assets of any RSO should the group become defunct

 

Article VII: CAACURH and NACURH

 

Section 1: Affiliation

  1. This chapter shall always be affiliated and in good standing with NACURH, CAACURH, and the NRHH National Office
  2. The chapter will pay $25.00 per year to the NRHH National Office in order to retain the chapter’s affiliated status
  3. NRHH will keep updated records and inform necessary university offices of membership, contact information, and conduct any other business processes

 

Section 2: Supremacy of National and Regional Policy

  1. No provisions of this Constitution shall conflict with the NACURH By-Laws or Policy Book, the National NRHH By-Laws or Policy Books, the CAACURH By-Laws or Policy Book, or the University of Delaware’s policies and regulations
  2. The Executive Board shall have the power to enforce Part A by changing the conflicting Constitutional provisions without the approval of the membership of the chapter

 

Article VIII: Amendment and Ratification

 

Section 1: Amendment Process

  1. The constitution may be amended at any regular or special meeting of the NRHH by a two-thirds (⅔) majority vote of the voting members present at the meeting
  2. Amendments must be written and presented to the NRHH membership at least seven (7) days prior to the NRHH meeting when said amendment is to be voted on

 

Section 2: Ratification

  1. The Constitution shall become effective upon ratification at any regular or special meeting of the NRHH by a two-thirds (⅔) majority vote of the voting members present at the meeting

 

Article IX: Nondiscrimination Clause

 

The organization agrees to adhere to all policies and procedures of the university and all local, state, and federal laws. Members will become acquainted with policies and procedures in the official student handbook and other policies and procedures provided by the university. This organization is a viable, functioning organization, composed of at least six full time undergraduate students and we do not discriminate on the basis of race, color, national origin, sex, disability, religion, age, veteran status, gender identity or expression, or sexual orientation.

 

Article X: Anti-Hazing Clause

 

Members will become acquainted with policies and procedures found in the Student Guide to Policies (http://www.udle.edu/stuguide/). This organization is viable, functioning, composed of at least six full time undergraduate students, and adheres to the University of Delaware’s Hazing Policy (http://www1.udel.edu/stuguide/16-17/code.html#hazing).

 

Hazing is defined as any action taken toward, or circumstance directed at, one or more students, which action or circumstance exposes such student(s) to unpleasant, harassing, embarrassing, degrading or hazardous conditions, the endurance of which is intended to be a condition upon which the student(s) may become a member of, or participate with, any group, regardless of whether the group is recognized by the University or has been formally organized.
