Monique Head – ELATES Fellow

Effective January 1, 2025, Dr. Head was appointed as the Associate Dean of the Honors College, where she works closely with the staff and faculty liaisons as well as Honors students who are scholar leaders on campus. Dr. Head has served in leadership positions on national committees, county level as a Board of Trustee for the Harford County Public Library, and at institutions of higher learning–Morgan State University (2017-18) and University of Delaware (2020-23, Associate Chair for her department) and 2025-present as Associate Dean, Honors College). She considers leadership as an act of service, where she is passionate about helping others and making institutional advancement. Her leadership experience spans both R1 and R3 institutions, giving her a deep understanding of the unique needs and how to thrive in each environment. Dr. Head has held the following leadership positions, having impact and signature accomplishments in each position.

Associate Chair, University of Delaware (UD), Department of Civil & Environmental Engineering, Newark, DE, July 2020 – August 2023 (with special assignment to assist with ABET visit in Fall 2024)

  • Led the Undergraduate Committee overseeing ABET accreditation, curriculum revision, undergraduate recruiting, and advising. 
  • Served as the point of contact for interaction with other undergraduate programs in the University and the College of Engineering, and for the College and University for matters involving the Civil and Environmental Engineering undergraduate programs (i.e., transfer credits, articulation agreements, etc.)
  • Enhance alumni relations by connecting alumni with matriculating students via a department-level mentoring program launched in Spring 2022

Associate Dean of Research and Graduate Studies, Morgan State University, School of Engineering (SOE), Baltimore, MD, January 2017 – August 2018

  • Transformed underutilized space to create an Ideation Space (Phase I) and working with University Innovation Fellows (undergraduate students) to design and implement a Makerspace (Phase II) housed within the School of Engineering, Clarence M. Mitchell Engineering Building
  • Instituted a School of Engineering Lecture Series for 2017-2018 to promote faculty interaction, support dissemination of research, encourage collaboration and external partnerships
  • Collaborated with industry to negotiate funding opportunities for research as well as student internship partnerships
  • Streamlined efforts to reinstate Morgan State University as a GEM participating university, and serve as the official GEM University Representative
  • Spearheaded and organized 1st GEM Grad Lab to be held at Morgan State from March 2-3, 2018
  • Increased funding (more than $300K) for University-wide scholarships secured through grant writing efforts to financially support more women in science and engineering at Morgan State University
  • Organized and supported professional development activities for engineering students, especially women, to increase retention and graduation rates
  • Nominated to serve on the Board of Directors for the Engineering Research Council (ERC) within the American Society for Engineering Education (ASEE), 2018

University of Delaware Professor Named ELATES Fellow in National Leadership Program

Philadelphia, PA: Monique Head, PhD, PE, FASCE, Professor in the Department of Civil, Construction, and Environmental Engineering at the University of Delaware, has been selected for the Class of 2024-2025 of Drexel University’s Executive Leadership in Academic Technology, Engineering and Science (ELATES) program. The ELATES program is a national leadership development program designed to promote women in academic STEM fields, and faculty allies of all genders, into institutional leadership roles.

The Class of 2024-2025 ELATES Fellows is a prestigious cohort of 46 faculty members from over 35 institutions of higher education across the U.S. and Canada. The ELATES Fellows include experts in engineering, mathematics, and science, all of whom have significant administrative experience on top of their scholarly accomplishments. Head was nominated by senior leadership for this intensive, yearlong program, which includes eight to 10 hours per week of personal and leadership development work as well as three series of on-site work in the Philadelphia area.

Head is an expert in bridge engineering and condition assessment of structures and serves in as a principal investigator on several research projects. Her past academic leadership experience includes serving as Associate Dean of Research and Graduate Studies at Morgan State University (2017-2018), Associate Chair for the Department of Civil, Construction, Environmental Engineering at UD (2020-2023), and chair of the National Academies of Sciences, Engineering, and Medicine’s Transportation Research Board standing committee on the Seismic Design and Performance of Bridges (2021-2024).
