Project Scientists

David S. Tulsky, Ph.D., Director 
Dr. Tulsky is the Director of CHART and a Professor in the Departments of Physical Therapy, Psychological & Brain Sciences, and Education at the University of Delaware. He is a licensed clinical psychologist with nearly 30 years of experience developing tests and measurements. He is internationally recognized as a leader in the development and validation of common data elements and outcomes measurement tools for use in rehabilitation populations.

Jerry Slotkin, Ph.D., Assistant Director
Dr. Slotkin is the Assistant Director for CHART and a Research Assistant Professor in the College of Health Sciences at the University of Delaware. He has a Ph.D. in School Psychology and has expertise in managing and leading large-scale measurement projects. His research interests are in the development of large-scale assessments and implementation of computer-administered measures.

Pamela A. Kisala, M.A., Associate Scientist
Ms. Kisala is an Associate Scientist at CHART. She has expertise in patient reported outcomes measurement in rehabilitation populations, item response theory, use of participatory action research and grounded-theory-based qualitative techniques to inform outcomes measure development.

Callie E. Tyner, Ph.D., Research Assistant Professor
Dr. Tyner is a Research Assistant Professor in the College of Health Sciences. She is a licensed psychologist with expertise in evaluating and treating individuals with neurologic disorders. Her research focuses on development of assessments for measuring health outcomes for rehabilitation populations.

Aaron J. Boulton, Ph.D., Research Assistant Professor
Dr. Boulton is a Research Assistant Professor in the College of Health Sciences. He has a PhD in Quantitative Psychology and is an expert in research design and statistical methods, including longitudinal data analysis, latent variable models, mixed-effects models, and psychometrics. His research primarily focuses on improving patient reported outcomes measurement in rehabilitation populations.

Matthew L. Cohen, Ph.D., Associate Professor
Dr. Cohen is an Associate Professor in the Department of Communication Sciences and Disorders and the Associate Director of the Delaware Center for Cognitive Aging Research. He is a clinical neuropsychologist and his work focuses on the development and dissemination of psychometrically sophisticated performance-based and patient-reported clinical measurement tools for adults with acquired neurological conditions.

Joseph Glutting, Ph.D., Professor, and Statistician
Dr. Glutting is a Professor in the School of Education at the University of Delaware. He is a quantitative psychologist and specializes in evaluation, measurement, and multivariate statistics.

Ratna Nandakumar, Ph.D., Professor and Statistician
Dr. Nandakumar is a Professor in the School of Education at the University of Delaware. Her research focuses on applications of item response theory, latent class modeling, and profile techniques in the area of health outcomes, and single subject research using Bayesian analysis.
