where all that pass are dead: This line closely parallels to the first line; the petals are falling and dead, just as those who had walked past the trees. Since Thomas was a poet during WWI, this gives the reader the image of soldiers who had once passed the cherry trees are no longer alive.

when there is none to wed: This gives the reader an image that the place where the cherry trees are was once a happy place, that included happy moments, such as a wedding. Now though, the petals are dead, just as those who once walked by, and there are no longer joyous occasions.
