Once you have decided on the focus and audience for your web content, you can now focus on how to display this information. This step often takes the longest to work out and will also overlap with the publishing of the content. What you think you need in the beginning may be unimportant in the end.
At University of Delaware, the Communications and Public Affairs (CPA) will provide branding and templates assistance for most web projects. We strongly urge all departments and colleges to work closely with CPA in the early design phases. In some cases, CPA will design the pages and graphics, while at other times, CPA may provide basic guidelines. In the latter case, your group will most likely need some graphic design assistance. IT CS&S will be happy to facilitate this work for you.
In the case of WordPress (sites.udel.edu), there are already themes with the UD header and footer available to get started.
