Immediate Opening – Senior Environmental Compliance Specialist

  • There is an immediate opening for a Non Merit — Senior Environmental Compliance Specialist (SECS).
  • The SECS position will be working in the Concentrated Animal Feeding Operation (CAFO) program within the Division of Water, Surface Water Discharges Section.  The individual hired will be working with other technical staff in the field as well as technical staff from the Department of Agriculture.
  • They will be working out of the R&R building (Dover).  The field work will comprise about 40% of the job with the remaining time being in the office.  There will be an occasional after work meeting such as a Nutrient Management Commission meeting or a technical workshop.
  • There is no degree requirement for this position.  The pay is $31,129 and that is not negotiable.
This is a non-merit position and they will be a Kent Conservation District (KCD) employee. They will have benefits similar to a state employee but they are NOT a state employee.  I can only guarantee employment for two years at a time.  Approximately 12 months into the 24 month agreement I will be able to inform the applicant if I will have the funding to keep them for an additional two years but I cannot make any guarantees at the time of hire. I feel very comfortable the position will be funded for an extensive amount of time but I do not have control of the funding and therefore will not make a guarantee beyond two years.
  • The job specific KSA (Knowledge, Skills, and Abilities) of a Senior Environmental Compliance Specialist are outlined below.
  • Knowledge of the applicable principles and practices of environmental protection.
  • Knowledge of life/physical science and engineering as applicable to a specific type of facility or operation.
  • Knowledge of laboratory testing, analysis, and sampling methods related to specific types of facilities or operations.
  • Knowledge of the laws, rules, regulations, and permits applicable to a specific type of facility or operation.
  • Ability to develop reports.
  • Ability to communicate in technical terms with facility owners, operators, and engineering staff.
  • Ability to calibrate and operate portable instrumentation used during inspections.
  • Ability to use a personal computer and computer applications such as spreadsheets, databases, and word processing.
  • Ability to search and interpret applicable technical literature, regulations, and electronic databases.
  • Ability to interpret applicable data and/or laboratory analysis as it applies to proper facility operations.
  • Knowledge of hydraulic, mechanical, pneumatics or electronic devices applicable to specific types of facilities or operations.
  • Skill in technical report writing.
  • Ability to interpret technical issues for the comprehension of lay persons.
  • Ability to train lower level Environmental Compliance Specialists.
