  1. POLICYIt is the policy of the University to fill personnel vacancies with the best qualified applicant for the position. Both internal and external candidates will be evaluated on the basis of qualifications, experience and ability. Other factors being relatively equal, preference will be given to the promotion/transfer of current University employees.

    A promotion is defined as the temporary or permanent movement of an employee from one position to another position in a higher pay level. A transfer is defined as a temporary or permanent movement of an employee from one position to another position within the same pay level. The effective date of promotion/transfer will be two weeks following the employee’s acceptance of the job offer. Exceptions will be jointly determined by the current and prospective supervisors.

    Salaried staff are eligible for promotion/transfer upon successful completion of their probationary period or after having been in their current position 90 calendar days. Salaried staff who have been promoted or transferred must remain in their position for a minimum of 90 calendar days prior to seeking another promotion or transfer. Requests for exceptions to this requirement are subject to approval by the Director of Human Resources.

    When an employee is promoted, the salary shall be increased by the specified promotional increments or brought to the minimum of the new position, whichever is greater. The salary of an employee transferred from one position to another in the same pay level will not change.

    The University may make temporary transfers (up to 90 calendar days)within and among departments in order to meet operational requirements.
